The RTS Link is the single largest variable in this district and it has a published target year. Pricing already reflects the announcement; what it cannot yet reflect is the operating pattern — the difference between a shuttle that is used daily by commuters and one that is used weekly by shoppers is the difference between a rental market and a traffic story.
