What the distance actually buys

Home-to-school distance is a tie-breaker inside a registration phase, not a queue position across phases. A child living 300 metres away applying in Phase 2C is still behind a sibling of a current pupil at 1.9 kilometres in Phase 1. Living close improves your odds only against other applicants in the same phase.

Within a phase the order is: citizens inside 1km, then citizens between 1km and 2km, then citizens beyond 2km, then permanent residents in the same three bands. Balloting happens within whichever band the places run out in.

There is also a 30-month rule: the address used must be your registered residence for at least 30 months from the start of Primary 1 registration, or the place can be withdrawn. Buying a new launch that completes in three years does not give you the address today.
